A lot of anime/manga artists swear by COPIC-brand markers, but they’re rather pricey, too. A few good links are:
(This is a good beginners set, with a book and a marker.)
(This is a great starter set with the black and white liners.)
(The basic color set, unfortunately sold out.)
I also recommend heading over to an art supply store and asking the staff what they think, given your price range. Good luck!
I am doing anime drawing at Uni and all the lecturers recommend Copic markers. Not too pricey and refillable which is a bonus
Some art/framing shops stock them but often don’t carry the full range
