you will definately need reletively thick paper[since you will be erasing stuff frequently]. and as for the pencils, i suggest you consider the kind called Ticonderoga, or something like that

if your having trouble with head drawing, i suggest working with graph paper before other papers so that you can teach yourself to get everything lined up properly and proportional, then go back to regular paper.

maybe take an art class at a community college

Actually I don’t know what kids of materials are used for draw the anime, but I can give you some tips and I think those can help you.
Most of the anime characters’ body proportion emulated in anime come from proportions of the human body. The height of the head is considered as the base unit of proportion. Head heights can vary as long as the remainder of the body remains proportional. Most anime characters are about seven to eight heads tall, and extreme heights are set around nine heads tall.Variations to proportion can be modded. Chibi or super deformed characters feature a non-proportionally small body compared to the head. Sometimes specific body parts, like legs, are shortened or elongated for added emphasis. Mostly chibi are two to four heads tall. Some anime works like Crayon Shin-chan completely disregard these proportions. It is enough such that it resembles a Western cartoon. For exaggeration, certain body features are increased in proportion.A common approach is the large eyes style drawn on many anime.
So, good luck.

Well, to get started just pencil and sketch book paper. A lot of manga artists use Copic markers and Watercolor pencils. If you don’t want that, just use an Adobe Photoshop. Those work real nice.
