you can draw it and scan it.
also there are computer programs that you learn how to use with certain tools.
im not sure the programs. i bet you can look them up.
some companies still use cels for cartoon animation, but modern cartoons are digital, for movies and games and effects,
animation cel kits ,
Pencil
Plastic animation paper
adobe flash and director are often use for web,
